SEC is scrutinized for possible ethical lapses in Madoff case

Congress is taking a hard look at whether there were improprieties by the Securities and Exchange Commission in how it handled attempts to recover losses by victims of convicted swindler Bernard Madoff. The issue arose after it became public that the SEC's general counsel, David M. Becker, had a financial interest in a fund run by Madoff.
