Optional voucher plan for Medicare could drive up costs

A proposal co-sponsored by Sen. Ron Wyden, D-Ore., and Rep. Paul Ryan, R-Wis., could ultimately cost the federal government more if only the sickest seniors enroll in traditional Medicare, and caps on federal spending could drive reimbursements so low that health care providers drop out, experts say.
