SEC's Gallagher sees leeway in Dodd-Frank Act

Daniel Gallagher, the newest member of the Securities and Exchange Commission, said the agency has the authority to offer exemptions to Dodd-Frank-mandated rules requiring investment advisers to register with the regulator. Gallagher said the new regulations fail to distinguish between different types of investors they are meant to protect.
