Analysts are divided on whether the decision by China's policymakers not to expand the nation's economic stimulus is complacency or a sign of disciplined management that will avoid creating excess capacity. There was widespread speculation that Chinese Premier Wen Jiabao would announce an expanded stimulus during a speech last week to the National People's Congress, but instead he reiterated the importance of the original plan.
