Iowa governor signs puppy-mill inspections measure into law

A newly enacted law in Iowa permits state inspection of federally licensed animal breeders in Iowa, if a complaint has been lodged. Shortly after the bill was enacted, state inspectors said they got their first complaint about a breeder in central Iowa.
