L.A. asks federal government to back loan for rail

Hankering to link the neighborhoods of Los Angeles by rail, the city is asking the federal government for backing so it may borrow $9 billion. Although L.A. County voters approved a sales tax to fund the rail project over 30 years, planners say the proposed 12 new train lines could be finished in just a decade if the city can get the money up front.
