States, schools struggle under federal budget uncertainties

Many states and school districts are struggling amid a standoff between Democrats and Republicans on federal education funding for the remainder of the fiscal year, which will close on Sept. 30. School officials are finding it difficult to develop their own budgets, without knowing how much aid they can expect for special education, Title I, or other programs.
