Calif. rail authority votes to pay contractors that do not win contract

The California High-Speed Rail Authority plans to issue a formal request by early April for bids on a 60-mile portion of a rail project. Authority staff members have voted to pay stipends of as much as $2 million to the contractors whose bids are rejected to compensate for the cost of developing their proposals. Five teams have pre-qualified to bid on the project, which could cost $2 billion.
