S.D. House passes legislation to make animal cruelty a felony

The South Dakota House passed legislation making animal cruelty a felony punishable by up to two years in prison and a $4,000 fine. The bill now moves to the governor. Accepted livestock practices are not considered animal cruelty or mistreatment under the legislation, while animal neglect, abandonment and mistreatment would continue to be misdemeanor offenses.
