Study will examine proposals to guard Houston against storm surge

A study to be conducted in the Houston area is intended to assess two possible strategies to guard against storm surges. "Our goal is not to recreate anything that's been done, but to work with local officials to take what's been done and build what would be a consensus plan," said Robert Eckels, president of the Gulf Coast Community and Protection District.
