HHS releases final rules for health insurance exchanges

Final rules for state-run health insurance exchanges include guidance on establishing exchanges, qualifying insurance plans and determining individual and employer eligibility for tax credits to buy insurance through an exchange. Some 33 states have received federal funds to organize exchanges, and the federal government will run exchanges in states that do not set up their own in compliance with the rules. But HHS did not say how those exchanges will work.
