In GOP reversal, congressman calls for defense-spending ceiling

Rep. Paul Ryan, R-Wis., is proposing a budget that would put a ceiling on military spending, a change from past GOP practice and a move that puts that part of the Ryan proposal more in line with Democrats' plans. Ryan's budget would allot $560.2 billion to defense spending next year.
