Pa. senate to consider changes to special-education funding formula

Pennsylvania lawmakers are considering a bill that would individualize special-education funding for schools. The state currently uses a formula that assumes 16% of students in all districts are in special education. The new funding formula would account for the unique needs of specific disabilities, average special-education enrollment over three years and other financial factors.
