WTC memorial construction begins, despite some opposition

Despite a looming court battle with families of Sept. 11 victims, work began Monday on construction of the World Trade Center memorial. Preliminary work will take about six to eight weeks before concrete footings are to be poured to support the "Reflecting Absence" memorial. Some victim's families are trying to block the efforts due to opposition to the design, which puts the memorial partly below street level.
