Audit: Lack of training, oversight have undermined Baltimore schools

Curriculum without focus and intermittent teacher training has perpetuated a minority achievement gap in Baltimore County schools, according to an independent audit of the district. Donald L. Arnold, the school board's president, said the audit confirmed some outstanding concerns. "Although there are a lot of things we had a general concept about, this gives us proof," he said. "This was a total check-up of the system."
