Google experiments with free ad serving

Google is testing a new service called Ad Manager that allows small- and medium-sized Web publishers access to free ad serving and ad insertion. Google hopes to monetize the service by having publishers agree to run some ads sold by Google across unsold inventory on the publishers' Web sites.
