Japan plans third economic stimulus to counter recession

Taro Aso, Japan's prime minister, ordered a third round of economic stimulus to curb the recession and prevent further decline. "We cannot avoid the fact that there is a risk of further economic downturn," Aso said. "We must act before the risk becomes reality." Since becoming prime minister six months ago, Aso has announced more than $100 billion in spending programs.
