Dems, GOP push bills on unlocked cellphone agenda

A bipartisan group of congressional lawmakers has introduced legislation that would enable cellphone owners to unlock their handsets without obtaining permission from their carriers. Advocacy groups want Congress to address the copyright issue that led to the Library of Congress' decision that barred unlocking, rather than just enact narrow legislation aimed at cellphones.
