Congress begins NCLB renewal debate

As NCLB comes before Congress for renewal, lawmakers and education officials are again debating the education law's vision of universal proficiency: that all students reach grade level by 2014. Anything less, advocates say, will hurt children, especially poor and minority students. Critics, including some teachers' unions and testing experts, say the goals are impossible and are lobbying Congress to reduce the 100% target and eliminate sanctions.
