Senate to begin debate on SBA bill; 1099 amendment is expected

The Senate has voted to begin debate on a bill that would fund the Small Business Administration, despite objections from some Republicans who vowed to halt any bill that doesn't take on the nation's deficit. Senate Majority Leader Harry Reid, D-Nev., urged lawmakers to approve funds for small-business programs, while Sen. Mike Johanns, R-Neb., said he plans to propose an amendment that would repeal expanded Form 1099 reporting.
