Port expansion projects run into environmental roadblocks

The Port of Houston Authority planned to build a $1.2 billion cargo terminal in 1998, but construction still hasn't started because environmentalists and residents have blocked the project. A number of port projects nationwide are running into opposition and some cities are adopting port "green" measures to help allay environmental concerns.
