Airlines protest lack of funding for NextGen upgrade

Airlines are resisting a proposal from Congress that would have them underwrite the cost of equipping planes with an upgraded navigation system. The airline industry wants the government to pay for some of the upgrade, a dispute that likely will delay the equipment's implementation. The proposal is part of a larger legislative package of airline regulatory reform.
