Flood hits N.J. county as flood-control project sits unfinished

Residents in New Jersey's Somerset County blamed the region's unfinished flood-control system for the severe flooding that hit Bound Brook and nearby areas during the weekend. The project already received federal funds worth about $120 million, but more funding is needed for the remaining unfinished sections, said a federal official.
