Caps on "swipe" fees targeted by Congress

The debit card "swipe" fee caps required by the Dodd-Frank Act could be delayed for up to two years under separate legislation that will be proposed by the U.S. Senate and House. The House bill would require that regulators formulate recommendations on how the swipe-fee caps can be revised and submit a report to Congress within eight months.
