Bloomberg's plan to end social promotion wins approval

New York City's Panel for Educational Policy approved Mayor Michael R. Bloomberg's plan to hold back third-graders who score in Level 1, the lowest of four rankings, on citywide English and math tests. City officials estimate the new policy could force as many as 15,000 students to repeat the third grade.
