More students get tutoring rather than transfer under NCLB

NCLB data provided by the states last year indicates that just 1% of children in failing schools, on average across the nation, transferred to better-performing ones, while 11 states reported that at least 20% of eligible students had received supplemental educational services. Just eight states reported that more than 25% of their courses were taught by teachers who were not "highly qualified."
