Tsunami refugees in Indonesia are rebuilding their destroyed homes, despite the government's plan to establish a coastal exclusion zone that would extend more than a mile inland. Fishermen and others have already publicly opposed the plan, part of a reconstruction blueprint due to be released March 26, and government officials concede that convincing the community to accept the plan will be their greatest challenge.
