Agreement says N.C. townhouse owners must rebuild

The owners of burned North Carolina townhouses must use their insurance settlements to rebuild in the same place under provisions in a homeowners association agreement. Some of the owners say they were not aware of the provision until a recent meeting after the fire. The neighborhood was unfinished when the fire broke out, destroying 27 townhouses and damaging 11 others.
