Illinois levees should hold for spring rains, officials say

Levees in Madison and St. Clair counties in Illinois should be able to withstand spring rains, officials say. The levees are required to meet stricter federal regulations stemming from the 2005 failure of levees in New Orleans. The levee upgrades, estimated to cost $200 million, should begin in the fall.
