Oberstar proposes loan to replenish depleted highway fund

Rep. James Oberstar, D-Minn., has suggested that lawmakers plug the holes in the highway spending trust fund with a loan from general obligations. Oberstar, who leads the House Transportation and Infrastructure Committee, wants Congress to pass a four-year, $130 billion transfer of funds from the general treasury to pay for the nation's infrastructure projects -- which risk a funding shortage if measures aren't taken.
