Watchdog offers a final assessment on TARP

The Troubled Asset Relief Program watchdog's final assessment of the program is that it helped stabilize the economy, but also might have perpetuated the mentality that some financial firms are "too big to fail." The Treasury Department has reported that roughly $244 billion of the $245 billion that was paid to banks through TARP has been repaid.
