Why some business owners pass on tax breaks

Each year, small-business owners must grapple with tax-law changes, including heavy paperwork, new credits and ever-changing restrictions. While some lament missing potentially lucrative tax breaks, others don't even claim some deductions they're eligible for because of the amount of paperwork required to do so. The home-office deduction, for example, "is a one-page form and 13 different times they refer you back to the instructions" said NFIB's Bill Rys.
