Bill advances to repay school debt in Minnesota

Lawmakers in the Minnesota House on Thursday approved a plan to divert money from the state's rainy day fund to pay back some of the state's debt to its public schools. About $770 million in state aid was withheld last year from the state's K-12 schools to avert a government shutdown. However, critics of the proposal, including Gov. Mark Dayton, are questioning whether the plan is fiscally responsible.
