Wake, N.C., schools gear up for possibility of late-summer transfers

Wake County, N.C., educators are preparing contingency plans allowing students to transfer from Title 1 failing schools should they post low scores on state assessment exams again this spring. Some school leaders worry middle-income students, rather than the lower-income students who might benefit most from transferring, will be the ones taking advantage of the transfer option.
