Maryland seeks to strengthen state oversight of development process

Maryland Gov. Martin O'Malley is hoping to strengthen the regulatory powers of the Chesapeake Bay Critical Area Commission in order to better protect the nation's largest estuary. O'Malley's bill would give the commission the right to overturn local approval of developments that don't conform to smart-growth principles or those that violate comprehensive planning.
