Germany aims crisis response at businesses, not consumers

Germany's failure to stimulate consumer spending has puzzled U.S. officials, but analysts said Chancellor Angela Merkel doubts anything can persuade Germans to spend money like Americans or the British. Instead, her plan is to build "a bridge to the next upturn" by helping businesses survive until the world economy starts growing again.
