CFTC's Gensler tells EU a ban on CDS wouldn't work

Gary Gensler, chairman of the US Commodity Futures Trading Commission, told members of the European Parliament that he is not sure a ban on naked short selling of sovereign credit default swaps would work. Gensler said one issue would be distinguishing between genuine hedging activity and pure speculators. He also backed speculators as a legitimate part of the market.
