Key senators working on a climate bill have proposed building a carbon tax into the price of gasoline paid by consumers, a move that could win critical support from big oil companies by shifting the burden of reducing emissions from manufacturers. "Producers produce to meet demand; they aren't deciding how much fuel to use," said Lou Hayden, a policy analyst for the American Petroleum Institute. "We'd like the policy to be closer to the person who makes the decision."
