Job-creation measure heads to Obama's desk

The Senate on Wednesday passed an $18 billion jobs bill that includes a potential tax break for companies that hire unemployed workers. It also would waive Social Security payroll taxes through December, a move that lawmakers hope will lead to the creation of up to 234,000 jobs.
