Unions press for new federal rules on choice, bargaining

Union supporters see the years of the Obama administration as an opportunity for labor reform, namely the passage of the proposed Employee Free Choice Act. The legislation would create an alternative way for workers to choose a union, levy tougher penalties against employers that violate labor laws and would mandate binding arbitration if companies and workers could not reach a contract within 120 days of bargaining.
