Deal would let Fannie, Freddie issue new preferred stock

Fannie Mae and Freddie Mac's ability to buy mortgages other investors are shunning may be broadened under a deal being hammered out. The deal would increase the government-sponsored entities' ability to ease the credit situation. It would also allow the companies to gain relief from a growth-constraining capital surcharge while they issue new preferred stock, sources say.
