El Paso asks state to reconsider smelter approval

The city of El Paso, Texas, is asking the state's Commission on Environmental Quality to reconsider a decision to allow copper company Asarco Inc. to have a new air-quality permit for a smelter that is currently closed. Lawyers say the company has a history of pollution in the area and should not be allowed to reopen the El Paso smelter.
