The Florida Marlins and black business owners reached a deal that would earmark 15% of the work on the $120 million new stadium to black contractors. That agreement fell by the wayside when the Miami-Dade County Attorney said the agreement would "violate court rulings prohibiting governments from awarding contracts based on race."
