Rep. Anna Eshoo, D-Calif., likes her TV ads on the quiet side, and she once introduced legislation -- the Commercial Advertisement Loudness Mitigation Act -- to turn down the volume. However, industry sources say, fluctuations in volume between programming and advertising can just be a matter of perception.
