Understaffed NLRB awaits decisions from D.C. federal court

The 1st U.S. Circuit Court of Appeals has issued the first ruling that would allow the understaffed National Labor Relations Board to make decisions even without full membership. The NLRB consists of five members but has been operating with only two, calling into question the validity of its decisions in 60 to 70 cases.
