New Calif. city manager will focus on economic development

John Coates, newly appointed city manager of Carlsbad, Calif., says his main focus is economic development, including diversifying businesses, increasing the tax base and revitalizing downtown business. He also will focus on maintaining services and plans to consolidate the city's 12 major departments into seven. Coates previously served as the city's assistant manager and interim manager.
