GIFs are part of the marketing strategy

The White House has released "The 16 Sweetest Reasons to Get Covered," a page with a video that features popular college basketball coaches and animated GIFs to encourage uninsured Americans to sign up on by March 31. The 16 GIFs vary from a snoozing cat to a woman slipping in the bathroom with a variety of humorous captions. More than 4 million people have signed up for insurance, but not enough younger Americans have signed up to control costs.
