Unpredictability of reform belies CBO's optimism

A 25-page report from the Congressional Budget Office on Thursday said the health care reform bill that lawmakers are preparing to vote on will reduce the deficit by $138 billion in the next 10 years. But this Washington Post analysis says several factors put that estimate at risk, including the possibility that Congress could change course on curbing payments to doctors and hospitals or taxing insurance plans.
