Summit Power Group's planned construction of a $2.5 billion clean-coal power plant in Texas is a promising venture as it offers five "potential benefits," writes Joe Nocera. Among the benefits are a carbon-capture technology that could lead to as much as 90% fewer "emissions from existing, stationary sources," said Judi Greenwald of the Center for Climate and Energy Solutions.
