Group calls for federal policy on restraint, seclusion

A coalition of people who advocate for those with disabilities is criticizing a recent report that supports the use, in some cases, of restraint and seclusion of students with disabilities by school personnel. In a letter to policymakers, the Consortium for Citizens with Disabilities took issue with the reports' survey methodology and questioned whether school staff are adequately trained to carry out the practice. The group also called on legislators to set guidelines to ensure the practice is used only when absolutely necessary, and never as a form of discipline.
